James Wiggins is founder of the WSJ Group that specializes in governmental relations and strategic consulting, and serves as President and Managing Partner for the firm.  The firm consults with clients on matters at all levels locally, statewide, and in Washington.  Prior to launching WSJ Group, James held professional positions in management, marketing, development, and operations in several business sectors including energy trading & marketing, refining, manufacturing, petrochemicals, agriculture and environmental services.

In 2002, James was selected to serve an advisor to President George W. Bush at the Environmental Protection Agency and in 2003 at the Department of Transportation as PHMSA’s Associate Administrator for Congressional & Public Affairs.  He regularly managed issues between PHMSA and Capitol Hill, Executive Branch departments and state/local regulators.  As a result, James brings a balanced perspective on the activities before lawmakers coupled with how those issues affect business and private lives.

While serving at US DOT during the many devastating disasters striking the Gulf Coast, Midwest and Northeast, James lead efforts for successful delivery of supplemental supplies for evacuation, rescue, recovery and shelter.  Recognizing a need, he developed and coordinated preparedness awareness training for improved efficiency with emergency responders in fourteen states from Texas to Rhode Island where smooth evacuation efforts are critical to saving lives.  US DOT Secretaries Norman Mineta and Mary Peters recognized James for these organizational initiatives.

James has participated in various leadership positions in political campaigns at the Federal, State and local level in numerous states for both Democrats and Republicans.  He has held both board level and leadership positions in national, state and local non-profit organizations.  James is a graduate of Louisiana Tech, and is a native of Louisiana where he also owns an active farming operation.
